I am pretty sure a minor cannot go on a cruise without a parent, or a parent's consent in writing for someone else over 18 to take them

And if you already booked with your family or something and just looking for people to hang out with on board, I doubt highly you're going to find any in this form. He probably have a better chance in the Facebook groups for this particular Cruise
